    Ukraine.

Two Austin armored vehicles galloped along the road from north to south toward the Krivorosh Steel Plant in Ukraine.  The common sight of funeral processions outside the car window and the starving people dying on the streets made Qin Jian, director of the General Administration of Political Security of the Soviet Union, frowning.  The pseudonym was Ivan Mir, who lurked into the Soviet Union before the October Revolution. Long Ya, who followed Stalin and even saved his life, refused to look away in the face of the tragedy.

Now Ukraine is simply a hell on earth. The famine that has lasted for more than a year has made the entire region silent. A large number of people, from children to adults, die quietly every day. There is even a phenomenon of cannibalism in remote areas!  What's worse is that no one knows the specific number of deaths. In order to shirk responsibility, the cadres below concealed it and did not report it, so even he only knew that the death toll was between 2 and 4 million.

In fact, famine is not uncommon in this era, but the occurrence of two major famines in just ten years cannot be explained by normal natural disasters.  If the first famine was caused by the turmoil of the civil war, then most of the cause of this famine in the Ukrainian grain-producing plains was attributed to Moscow's wrong policies.  Because Stalin excessively pursued industrial development beyond his own capabilities, in order to obtain sufficient funds, he had been exporting large quantities of grain and raw materials for ten years, resulting in a serious shortage of grain reserves.

The top leaders of the Soviet Union did not see this danger, and carried out agricultural collectivization despite insufficient reserves. They also extended the political struggle to the peasants, suppressed the rich peasants and confiscated their means of production, resulting in the deportation of millions of rich peasants into exile.  This kind of policy would not have much impact in regions such as the Urals or Kazakhstan, because almost all of them are poor farmers.  However, Ukraine has always been the most fertile land in Europe, with a large number of kulaks. After eradicating the kulak class with rich land farming experience, replacements could not be found immediately, resulting in a decline in land utilization, insufficient output from extensive farming, and other problems, which eventually emerged.  After a major natural disaster, the food harvest failed, which ultimately led to this disaster.

Grain production dropped sharply from the expected 90.7 million tons to 55 million tons, but Moscow had insufficient reserves because it had sold too much grain before.  Therefore, only 320,000 tons of grain have been allocated for disaster relief since the famine occurred.  Use 320,000 to make up for the 35 million gap. Everyone knows what will happen.

This tragedy also made Qin Jian admire Yang Qiu even more, precisely because he took the opportunity of the European War to introduce the "Chengcheng Act" before industrialization, which greatly promoted land reclamation and enthusiasm for food production.  This ensures the balance between workers and peasants.  Although disasters have continued for decades.  But there has never been such a large-scale famine.

The vehicle suddenly slowed down when it was about to arrive at the Krivorosh Steel Plant. A skeletal father passed in front of the armored vehicle holding his dead child with drooping limbs. When the soldiers scolded him to get out of the way, Qin Jian could even see him.  The hatred and numbness in his eyes.

After the convoy arrived at the factory area.  The crowds of people waiting for work at the door once again blocked the traffic. Fortunately, this was a key project of the second five-year plan, so a large number of guards were deployed. When they saw the convoy, they quickly came to disperse the crowd and welcome Qin Jian into the factory.

Krivorosh is one of the most important steel plants in the Second Five-Year Plan.  Construction started in 1931 and is still under construction.  Therefore, you can see technicians from the United States, Germany, and even France and the United Kingdom along the way. Unlike the outside world, this place is very lively and prosperous, and the food of the workers and technicians is fully guaranteed.

After Mir and the soldier got out of the car, they immediately caused a commotion, especially the cuffs worn by the soldiers, which scared everyone around them and avoided them.  These are soldiers from the Security Bureau!  Who wants to mess with these murderous gods?  This kind of fear and panic could not be hidden from Qin Jian's eyes, but he was accustomed to this kind of panic, so he walked into the factory under the leadership of a trembling cadre.

Qin Jian is not interested in collecting information about the factory in front of him. In fact, there is very little information worth his while.  The penetration of Dragon Teeth is pervasive.  In addition, under the cover of his director, he has already penetrated into all walks of life in the Soviet Union.

    "Comrade Kuibyshev."

"Comrade Mir? Why are you here?"

Qin Jian quickly found the target of his trip, Soviet industrial designer Kuibyshev.  Kuibyshev was also surprised to see him suddenly. The people around him saw this Tatar man with a big beard walking towards him.  Their hearts beat even faster, and some people were even frightened to the point of taking a few steps back.

"The scale here is so big, no wonder you need to come and inspect it in person." Qin Jian pretended to be amazed at the scale of the steel plant, and pointed to the blast furnace being installed in the distance and asked: "Is it an American product?"

"No. It was purchased from Germany." While Kuibyshev answered, his eyes never left Qin Jian.  It's not that the two have any personal relationship.  But he, who is tall and lanky, knows very well how terrible Qin Jian and the Political Security Bureau are, Trotskyists, hostile forces, internal purges, and the elimination of rich peasants in this round. They have appeared in many operations and even in many incidents involving central personnel. In the Soviet Union, they were veritable secret police and butchers, and they even had the right to execute enemies without trial.

"Does Comrade Kuibyshev like German products very much?" Qin Jian carried a gun and a stick, but Kuibyshev secretly hated him!  What does this guy mean?  If there was no problem in saying that one liked Germany in the Soviet Union two years ago, but after Hitler became Prime Minister, he repeatedly stated that he wanted to eliminate the Soviet Union, and the conflict between the Soviet Union and Germany increased several times, who would dare to say that he likes Germany at this time?

Kuibyshev was very angry. He was a member of the committee anyway, so the head of the secret police asked him with a cold face about his intention of coming here: "Comrade Mir, are you here just to see the German steel-making furnace?"  "

After successfully irritating Kuibyshev, Qin Jian was not angry but happy. He smiled and said: "Comrade Kuibyshev, you have misunderstood. I have no other meaning. I am here to ask you to explain something." After finishing speaking,  He waved, and the secretary behind him took out a thick stack of information. The soldiers who followed immediately separated the two from everyone.  But even if they don't do it, everyone would like to stay as far away from these "butchers" as possible.

After Kuibyshev took the document, a trace of nervousness suddenly appeared in his eyes.  Because this is all information about the large-scale purchases he led the Soviet delegation in the United States at that time, and the details are outrageous!

This matter has always been a thorn in his heart!  Due to China's war on goods at that time, many of the machines and equipment they wanted to buy were snatched away, and the prices skyrocketed several times overnight. In the end, the first five-year plan was completed half a year late, and the cost was higher than expected.  billions of rubles.  After returning to China, Stalin lost his temper over this. Fortunately, the United States later opened up free convertibility of its national debt, and many countries that sold U.S. dollars used the purchased U.S. machines to exchange gold and hard currency with the Soviet Union, so the matter was settled.

Originally, he thought that this incident would just go away, but he didn¡¯t expect that it would be revealed again after a few years!  Was it a private action by the Security Bureau, or Stalin's instructions?  Although this matter is not a big secret, what if someone makes a fuss about it?  You must know that Moscow is no longer what it was ten years ago, so you must be careful every step you take!  So he immediately became nervous, as if there was a fire in his throat, itching and uncomfortable, and even the fingers that looked through the documents trembled slightly.

These subtle movements were not hidden from Qin Jian.

Others may not know, but he knows that outsiders think Stalin is the chief architect of Soviet industry, but in fact Kuibyshev is the head of the Soviet economy.  Expanding food and oil exports, exchanging confiscated gold and silver for industrial equipment, conducting secret transactions with Germany and France, and finally taking advantage of the economic crisis to implement the first and second five-year plans.  This man is almost the epitome of Soviet industry and economy. If the secrets hidden in him can be disclosed, it will be enough to rewrite a lot of history!

After Qin Jian waited for him to finish reading, a cold smile slipped across his lips, and his voice suddenly became gloomy: "Comrade Kuibyshev, please turn to page 29. This is the bill provided by Comrade Konitsev. We found that there are several transactions in it.  The prices were all wrong! Several of them were more expensive than similar ships in the United States at the time.¡±

"This was because China was buying ships on a large scale at that time, which led to price fluctuations."

Although Konitsev was not a confidant, he was an important assistant to Kuibyshev at the time. To defend him was to defend himself.  But there was no smile on Qin Jian's face. He waited until he finished listening and then took out another piece of information: "This, please take another look."

When Kuibyshev opened the information again, cold sweat broke out on his back!  Because this is a U.S. Bank account, and the name of the account is actually Konitsev¡¯s wife¡¯s name!  That long string of numbers undoubtedly told him that someone in the delegation had been bribed!  To be honest, he really didn't know much about this matter, and the American businessmen who were eager to sell and cash out at the time did show great courtesy to the delegation. It was normal for one or two people to have problems.

But the question is, Stalin was already secretly angry because the five-year plan was overdue and overspending. Now it was suddenly revealed that someone in the procurement group had taken bribes. Will he turn his anger on himself when he is so angry?  Seemingly seeing his anxiety, Qin Jian suddenly changed his tone: "Comrade General Secretary is very concerned about this case, but he doesn't want to wrongly accuse a good person, so he asked me to personally come and ask you to go back to Moscow to investigate together. I know you  It has nothing to do with this matter, but these corrupt elements must be severely punished! They must not be allowed to destroy the hard-won revolutionary achievements."

"One sentence of revolutionary achievements is equivalent to a complete declaration of Konitsev's death sentence. Even Kuibyshev's forehead began to sweat. Now he only hopes that this matter will not implicate himself.

Since it was Comrade Stalin¡¯s instruction, how dare Kuibyshev neglect to immediately arrange the work and get into the armored vehicle.  Looking at the restless Soviet economic leader sitting next to him, Qin Jian's smile grew wider. After a while, he slowly turned his head and looked at the sky when he came, feeling excited.?.

It¡¯s almost 22 years, right?  The teeth that were hidden back then finally waited for the order to wake up!  I just don¡¯t know what our motherland has become now.
