War can often promote the rapid development of science and technology. After successive defeats in the war, the Manchu Qing court also made changes in many aspects.  For example, when training a new army, new rifles and cannons will be used instead of old-fashioned swords and spears.  However, due to financial reasons, only part of the Manchu army was reorganized in a new way.  The most powerful were the 200,000 new troops in the hands of Governor Li Hongzhang of Zhili and Governor Zhang Zhidong of Huguang.  In addition, 100,000 people from the Eight Banners of the Manchu Qing Dynasty were also mobilized to equip the new army.  However, only God knows how much combat power these Eight Banners disciples who only know how to fight cocks and walk dogs all day long can exert their power.  At least the ministers in the DPRK have no hope for this.

Similarly, there have been great changes in conveying information.  The Qing court set up a special telegraph room in Beijing to send and receive telegrams to various important provinces.  However, this was exclusively for the imperial court and could not be enjoyed by ordinary people.

After Yang Changjun, the governor of Shaanxi and Gansu in Lanzhou, received the news that the Western Sichuan Army was sent by Ma Haiyan to attack Qinghai, he did not dare to neglect and immediately sent people to Xi'an to report the news to the imperial court.  Lanzhou had not yet established a telegraph line at this time, so if anything needed to be reported to the court, one had to go to Xi'an.  In the same way, orders issued by the imperial court were also transited through Xi'an.

Although Yang Changjun was very dissatisfied that Ma Jiajun ignored him and completely controlled the military and political affairs of Qinghai and Gansu provinces, he still did not dare to delay such a major event.  If the court blamed him, he would not be able to bear the responsibility.

Because of this, the memorial for the Western Sichuan Army's massive attack on Qinghai appeared in the hands of Emperor Guangxu on the evening of April 9.

"Bang!" Emperor Guangxu threw the memorial in his hand to the ground fiercely. His originally pale face turned red with anger, and his eyes were red, as if they were about to spit out fire.

"Damn it, what are those gangs of bandits in western Sichuan doing? Do they want to start a war with the imperial court?" Emperor Guangxu roared angrily, and his voice echoed in the Yangxin Palace.  Last time, Emperor Guangxu wanted to go to war in western Sichuan, but the ministers in the court collectively opposed it, which made him unable to step down.  Later, Empress Dowager Cixi reprimanded him for this, making him even more angry.  Faced with the rogue demands of western Sichuan, the court finally agreed.  But now, the Western Sichuan Army has intensified its efforts and attacked the imperial army wantonly. What is the difference between this and rebellion?

After venting his anger, Emperor Guangxu's anger calmed down.  It stands to reason that after receiving such a memorial, one should discuss a solution with the ministers of the DPRK and China.  However, Emperor Guangxu did not want to do this now.  Everything that happened in the last court session was still vivid in his mind, and he no longer trusted those ministers who acted in secret.

"Come here, call me Weng Tonghe!" Emperor Guangxu sat back behind the desk and said majestically.  At the critical moment, he still thought of Weng Tonghe.  Weng Tonghe was his teacher and had always been very supportive of Emperor Guangxu.  If there is anyone he can trust among the ministers of the DPRK, Weng Tonghe is undoubtedly the last one.  Moreover, Weng Tonghe, as the military minister and the emperor's advisor, was also an important minister with great power in the court.

"Yes, Your Majesty!" A young eunuch immediately went out to deliver the order.

In less than half an hour, Weng Tonghe arrived at the Yangxin Hall.  After the emperor and his ministers greeted each other with courtesy, Weng Tonghe noticed that Emperor Guangxu's expression was not right.  But he already knew what was going on.  The memorial from Yang Changjun, the governor of Shaanxi and Gansu, first passed through the Military Aircraft Department before being submitted to Emperor Guangxu.  After all, such important matters need to be decided by Emperor Guangxu himself.  Although the Military Aircraft Department has great power, it does not yet have the power to make decisions on such national affairs.

"Is the emperor angry because of the Western Sichuan Army's attack on Qinghai?" Weng Tonghe asked proactively.

"Weng Aiqing! Western Sichuan is really bullying people. Last time they forced the imperial court to agree to their conditions. But this time, they actually took the initiative to attack the imperial army. If things continue like this, will they still take the imperial court seriously? The Western Sichuan Army is just a bunch of people.  The bandits, in order to prevent the Qing Dynasty's foundation from being destroyed in their hands, they must be wiped out!" Emperor Guangxu said fiercely.

Weng Tonghe sighed secretly, if the Western Sichuan Army could be easily wiped out, why would they wait until now?  Now the Western Sichuan Army has become a big problem.  It was almost impossible for the imperial court to destroy the Western Sichuan Army.  Unless all the troops are sent to the Western Sichuan Army, how much money and food will this cost?  The imperial court's finances were not well-off to begin with, and the Empress Dowager Cixi used the treasury to build her garden. The warehouses of the Ministry of Household Affairs were already starving to death of rats. Under such circumstances, what could they use to fight the Western Sichuan Army?

"What? Weng Aiqing, don't you agree with my idea?" Emperor Guangxu asked calmly after seeing the expression on Weng Tonghe's face.

"Your Majesty, it's not that I disagree with your Majesty's idea. However, such a major event as starting a war with the Western Sichuan Army,?Think long term!  At least the Queen Mother agrees!  "Weng Tonghe said. Although the government has been returned to Guangxu, major national affairs cannot be done without Cixi's consent! Empress Dowager Cixi still controls the political situation in the court.

"How presumptuous! I am the emperor and I keep my word. Is there anything I can't decide?" Emperor Guangxu was furious.  The woman Empress Dowager Cixi has always been his nightmare, and it has been hanging over his head since he was a child.  Now that I have grown up, I still cannot get rid of it.

"I deserve death!" Weng Tonghe quickly knelt down on the ground.

Emperor Guangxu vented his anger before returning to normal.  "Get up, Weng Aiqing! I'm going to see the Queen Mother right now!" Emperor Guangxu said helplessly.  Although he refused to believe it, what Weng Tonghe said was true. If he wanted to use force against western Sichuan, he would have to get the consent of Empress Dowager Cixi.

"Yes, Your Majesty! Mr. Nan has resigned first!" Weng Tonghe quickly resigned.

The palace where Empress Dowager Cixi lived was in Chuxiu Palace. When Emperor Guangxu went from Yangxin Palace to Chuxiu Palace, the lanterns were already on.

"Old Buddha, Your Majesty, please see me!" Li Lianying entered the hall of Chuxiu Palace and reported to Cixi.  At this time, Cixi was receiving Shiduo.  After the Military Aircraft Department received a report from Yang Changjun, the governor of Shaanxi and Gansu, the Military Aircraft Department forwarded a memorial to Emperor Guangxu, who himself went to Chuxiu Palace to report the news to the Empress Dowager Cixi.

However, after the Empress Dowager Cixi learned about the Western Sichuan Army's attack on Qinghai, she did not show any signs of it, leaving Shi Duo a little confused.

"Let the emperor come in!" Empress Dowager Cixi said expressionlessly.

"My son, I bow to my biological father!" Emperor Guangxu respectfully knelt down and kowtowed.

"Get up! Please sit down!" said the Empress Dowager Cixi.  Li Lianying quickly moved a soft seat for Emperor Guangxu.

"Slave Shiduo comes to greet Your Majesty!" Shiduo also quickly saluted Emperor Guangxu.

"Get up!" Emperor Guangxu made no secret of his displeasure with Shi Duo.  Shi Duo was the head minister of the Military Aircraft Department, but his allegiance was to the Empress Dowager Cixi, who was not under the control of the emperor. This made him very dissatisfied, but there was nothing he could do about it.

"Dad! The bandits in Western Sichuan attacked Qinghai and attacked the imperial army wantonly. They really deserve death! I want to declare war on Western Sichuan and completely wipe out these bandits. I beg my dear father to support me!" Emperor Guangxu said with a look on his face!  Said angrily.

"The battle with the Western Sichuan Army is a major event and must be considered in the long term. Why did the Western Sichuan Army come to Qinghai? Do you know the specific reason?" Empress Dowager Cixi asked.

"I don't know this. But they wantonly attacked the imperial army. This is treason! They must send troops to exterminate them to show the imperial power of heaven!" Emperor Guangxu said firmly.

"Shiduo, what do you think?" Empress Dowager Cixi asked.

"Back to Old Buddha! In the memorial of the Governor of Shaanxi and Gansu, there is no specific reason. As far as I know, although Wang Xiao of Western Sichuan is unruly, he is not a wanton person. Moreover, if there is a war with the imperial court, Western Sichuan will definitely win.  It is not good for them to be sure. Therefore, I think there must be some hidden secrets. We need to find out clearly before we can make any discovery!" Shi Duo replied with a low eyebrow.  From the words of Empress Dowager Cixi in reply to Guangxu, he guessed that Cixi did not want to fight, so he gave such an answer.
