    In 1877, Colonel P.F. Winterberg, commander of the Engineering Corps of the East Siberian Military District, began planning to build fortifications at this important port in the Far East. Colonels Chizhi began to build several major fortresses.  Fortress: No. 1, 2, and 3 forts, No. 4 and 5 faceted forts, and three spectacle forts. The forts are connected by trenches protected by parapets.  In addition, the "Russian Fortress" and the Slogan Fortress were built in the Sikhote Mountains and the Agathelid Peninsula respectively. These fortifications are quite similar to the Lushunkou Fortress built at the same time.

    In 1896, the fortress upgrade plan proposed by the Engineer General A.P. Rokonand was approved by the Vladivostok Fortress Engineer Commander Major General A.P Shaosin.  A strong coastal battery, No. 223, was built on Russian Island, equipped with five 280 mm and 10 240 mm coastal guns, collectively known as the Russian Island Fortress.  On the other side of the Russian Island Fortress Ussuri Bay, the Chulikin Peninsula Fortress was also built, including 240 mm and 152 mm railway guns, as a coastal defense system to cover the enemy's possibility of capturing Vladivostok from the sea.  In order to protect the city center, Governor Alekseyev allocated special funds to build the Lujiawaya Fortress on the northeastern hill of the Golden Horn. He also repaired the First River Fortress deep behind the second river and near the city center.  The entire Vladivostok Fortress is connected as a whole from the outside to the inside.

    The first thing that the Chinese naval squadron must solve now is the coastal defense fortress of Vladivostok, including the coastal defense fortifications of Vladivostok, the Russian fortress on Russian Island, and the Tyulijin Peninsula fortress.

    At 5 o'clock in the afternoon, in the afterglow of the setting sun, the Chinese naval squadron entered the Ussuri Bay, led by two battleships, followed by three heavy cruisers.
