    In order to consolidate his position and prevent his subordinates from rebelling, Dias often created discord and mutual supervision between the chief executives and garrison generals of states that were easy to separate and rule as kings.  Various disputes were arbitrated by D¨ªaz, giving him the initiative to control his subordinates.  He allowed local military and political chiefs to be re-elected and even transfer their official positions to their relatives, friends and subordinates, on the condition that they must be loyal to him.  Dias used this feudal affiliation to firmly control all civil and military officials.

    After Mexico became independent, there were successive wars. Stray soldiers, unemployed vagrants, escorts of large estate owners, bankrupt farmers, etc. often banded together as thieves, robbed homes and homes, and disturbed local areas.
