    In order to effectively guide the defense work of Soviet Russia, on March 4, 1918, the Supreme Military Council affiliated to the Soviet government-the People's Commissar was formally established to perform the duties of the Supreme Command of the Armed Forces.  Soon afterwards, the All-Russian General Staff was established as the highest military executive organ, responsible for the formation and training of the Red Army, as well as the formulation of army organization and doctrine.
