    4. In order to arm and build the Volga Front as soon as possible, we believe that Moscow should purchase or obtain weapons and equipment for no less than 20 infantry divisions from the German and Austrian Allies in the shortest possible time, and that machine guns, cannons, and anti-aircraft guns need to be given priority.  and provide.

    In addition, there are a large number of anti-aircraft guns. The new front army needs a large number of anti-aircraft weapons to offset the air superiority of the coalition forces across the river. Of course, if possible, we also need a large number of armored vehicles, if we can get them!

    5. As for the leadership of the Volga Military District and the Front, although I declined many times, Tsaritsyn and the comrades of the Southern Front still believed that Central Committee Member Joseph Vissarionovich Dzhugashvili was the leader of the Volga Military District.  He is the best candidate to be the chairman of the Revolutionary Military Committee of the River Military District, and he can also hold the post of commander of the Volga Front!
