    Before 1905, he was engaged in the underground revolutionary work of the Bolshevik Party in cities such as Petersburg, Kiev, Minsk, Orel, Smolensk, Yalta and Moscow. He served as Secretary of the Petersburg Committee of the Bolshevik Party, Secretary of the Northern Bureau of the Central Committee and  Other leadership positions.

    From August 1905 to January 1906, he was entrusted by the Party Central Committee to work in Geneva, and from 1907 to 1912 he did party work in Tbilisi.  In January 1912, he attended the Sixth Congress of the Russian Social Democratic Labor Party and was elected as an alternate member of the Central Committee of the Bolshevik Party.  Captured in 1913 and exiled to Siberia.  From February 1917 to March 1920, he served as Secretary of the Central Committee of the Russian Social Democratic Labor Party (Bolsheviks).  In March 1918, he was elected as a member of the Central Committee of the Russian Communist Party (Bolsheviks) at the Seventh Congress of the Russian Communist Party (Bolsheviks).
