    The Second Plenary Session of the Seventh Central Committee of the Communist Party of Russia (Bolsheviks) adopted Resolution No. 19180702 as follows:

The Eastern Front Army of the original Nizhny Novgorod Military District and the Southern Front Army of the North Caucasus Military District were merged into the Volga Military District and Front Army together with their respective military districts;

The two sides recognized the armistice with the Volga River as the boundary. The Soviet Union ceded the south of Saratov-Kursk and Tsaritsyn.  It also recognized the sovereignty of the Volga Federal Autonomous Government over the above-mentioned areas, and the Volga Federal Autonomous Government promised not to support or participate in any military operations of the Kolchak regime west of the Volga River.

    4. The Central Committee of the Soviet Union added Joffe, Deputy People's Commissar for Foreign Affairs of the Soviet Government, as a member of the Central Committee of the Soviet Union, and appointed Andrei Sergeyevich Bubnov, a member of the Central Committee of the Soviet Union, to replace the National People's Commissar left by Joseph.  position.

    The nature of Comrade Joseph¡¯s problem is a contradiction within the party, not a struggle between lines, let alone a contradiction between ourselves and the enemy!

    The outstanding achievements of Tsaritsyn and the comrades of the Southern Front in the three battles to defend Tsaritsyn cannot be obliterated because of the mistakes made by Comrade Joseph. Joseph's personal mistakes are as important as his service to the party, the Soviet Red Army, and the police.  The contributions made by Tsaritsyn and the Southern Front have nothing to do with the current Tsaritsyn and the comrades of the Southern Front.

    Moreover, Joseph is still a member of the Bolshevik Party, and continues to enjoy the treatment of a member of the Soviet Central Committee in terms of life and security. In my personal opinion, if Comrade Joseph can realize his mistakes as soon as possible, it will bring great consequences to the party and our cause.  If you can avoid the dangers and potential dangers and actively correct your shortcomings and mistakes, then I believe that Comrade Joseph will soon resume work and return to all of us!
