    Although Sergey Sergeyevich Kamenev was the commander of the Fifth Army, he was unable to fulfill his previous plan to form five combat-effective infantry divisions. The reason was that the front army headquarters had strict regulations on returning Tsarist Russian prisoners of war.  Their ideological state lacks sufficient understanding and trust, and they believe that the formation of the new Fifth Army must maintain working class and Bolshevik elements within each infantry division.     Kamenev insisted that before Berzin's Third Army withdrew from Cheboksary, 40,000 Tsarist Russian prisoners of war agreed to be used by the Fifth Army for reorganization, and he had already set up five divisions.  The five divisions have begun to take shape.     All of this was finally accomplished in the three days when Kolchak's White Guards were resting. By this time, Kamenev's Fifth Army had the 27th Infantry Division, 20,000 Tsarist Russian prisoners of war, and 20,000 workers' divisions.  Two Moscow garrison divisions were added, and seven new infantry divisions were formed by mixing. In terms of weapons, each person could almost have one rifle, but they were still short of bullets, and each person was only given fifty rounds.  , as for cannons and machine guns, they are far from enough.

    The newly formed 7 infantry divisions of the Fifth Army only had 3 artillery companies and 2 heavy machine gun battalions. Fortunately, Voroshilov allocated 3 anti-aircraft artillery battalions to Kamenev, otherwise  , the firepower of Kamenev's troops is not enough.

    In contrast, Karl Ivanovich Berzin's Third Army was in much better shape. They directly added 20,000 Tsarist Russian prisoners of war, 20,000 workers' division soldiers and 1 Moscow garrison division to their original army.  The combat effectiveness of those seven infantry divisions has been restored to 7788. Although it is not as good as the original version, the starting point is much higher than that of Kamenev's Fifth Army.
