In 1911, he graduated from the 23rd Saber Group of the Mainland University and was attached to the 49th Infantry Regiment. He was the captain of the Mooka garrison. In 1913, he was appointed as a captain and worked in the staff headquarters.

    Obata Toshishiro was stationed in Russia in 1915 and was a military attach¨¦ of the Russian military in World War I.  Then he returned to the Military Affairs Bureau of the Army Province as a lecturer and staff member. In 1917, he was promoted to major and served as the captain of the 19th Artillery Battalion of the 19th Infantry Regiment.
