    The reason you proposed to make concessions to the coalition forces is that if the coalition forces cross the Volga River, there will be no troops on the left bank that can block the enemy's attack. We have different views from you on this point.     Based on the above analysis and judgment, we believe that although we lost the Battle of Ufa, the coalition forces on the other side of the Volga River were also at the end of their game.     In this case, we believe that there is no need to be intimidated by the enemy's blackmail and ultimatums. The Soviet Red Army should seize the time to rebuild and replenish it, and use the fastest speed to get machine guns, artillery and anti-aircraft weapons from Germany or other places.  No matter what the cost, it must be obtained.

    At the same time, the strength of the Volga River Fleet was strengthened, and some shallow-draft gunboats and transport ships from the Caspian Sea Fleet were strengthened to the Volga River Fleet to carry out the blockade of the middle reaches of the Volga River.

    In our opinion, the defense of Tsaritsyn is as important as the defense of Moscow, especially for all the soldiers of the Southern Front. It is difficult to convince the commanders and soldiers to ask them to retreat and abandon their homes without fighting. The lower Volga River south of Saratov and in the Tsaritsyn region is the breadbasket of all Russia.  One of the grain-producing areas, when the whole of Russia was starving, it was the food grown by the people near Tsaritsyn on the Volga River that fed everyone.

    Under such circumstances, at the urging of the Ufa-Allied Forces, we surrendered the land and homeland where we were born and raised to the invaders. Is this worthy of our fellow villagers who support the Soviet regime?  Tsaritsyn's Soviet of Workers and Soldiers must never agree to such a request. Whether it comes from the Ufa Allied Forces or from Moscow, it cannot be accepted by everyone!  "

    Bukharin read this in one breath. After all, this guy is the person responsible for propaganda and speech within the party. He speaks clearly and energetically.     The Volga Military District and the Volga Front were established to unify the forces of the former Eastern Front and Southern Front, integrate the resources of the upper, middle and lower reaches of the Volga River, and integrate Nizhny Novgorod, Simbirsk, Syzran,  Saratov all the way to Tsaritsyn, to the North Caucasus.  These places are unified under the leadership of the Volga Military District!

    At the same time, in view of the fact that the Volga Military District and the Volga Front will become the Soviet's barrier in the north, east and south, and the Volga Front will become the most important front of the Soviet, for this reason, we request that the Volga Military District Revolutionary Military  The committee will be authorized to engage in foreign affairs and implement an administrative model that combines military, government, engineering and military services.

    In other words, the diplomatic representative of the Volga Military District will be responsible for all diplomatic negotiations and arms assistance matters related to the Volga Military District, and can also carry out armistice negotiations with the Ufa Allied Forces based on the actual situation. Of course, this requires Moscow  authorization from the central government.

    ¡°At this difficult moment, we believe that if we can work in the right direction and obtain Moscow¡¯s support and authorization for the conditions we have proposed above, we can hold back the enemy on the right bank of the Volga River,¡±Secure the Volga River, secure Tsaritsyn and Saratov, and secure the Nizhny Novgorod line.
